SIMON WORKMAN

Simon Workman is a national expert on child care finance. Simon has conducted child care cost studies for cities and states across the U.S., which have been used to support policy development, advocacy, and subsidy rate setting. He has written and presented extensively on the topic and is a sought-after expert who has been quoted in national and local media.


Simon's work is focused on supporting states and communities to develop a comprehensive  approach to financing their prenatal to five system, integrating shared principles that address the inequities in the current system and center the needs of children, families and the early care and education workforce.

Simon is the co-developer of the Provider Cost of Quality Calculator, a cost-estimation tool commissioned for the U.S. Office of Child Care that can estimate the cost of operating a high-quality early learning program in each state and has been approved for use for subsidy rate setting. Simon has also developed online interactive tools to help policymakers and the public better understand the finances of child care programs. Where Does Your Child Care Dollar Go? is the first and only 50-state child care cost estimator and Simon also developed a calculator to understand the impact of COVID-19 on the cost of child care.

Prior to founding P5FS, Simon was the Director of Early Childhood Policy at the Center for American Progress where he wrote extensively on early childhood issues. Simon started his early childhood career at APA Consulting in Colorado, where he led a portfolio of work related to early childhood finance and evaluation. Originally from Birmingham, England, Simon has a BA from the University of Wales, Swansea, and an MPP from the University of York.
